2 standard HW marines, 1 radio backpack marine with a hat/seeable face, and one medic with a full generic head.
Just add another assault rifle to compensate for the other marine.
And if there could be some muzzle flash, even better.

I just recently replayed all of the Arbiter's mission in halo 2 anniversary, and I think a set named Heretic VS Arbiter would be a cool set.
It would include:
1x Arbiter Figure
1x Heretic figure
1x Carbine (For Arbiter)
2x Plasma Rifles (For the Heretic)
Vehicles:
The Seraph in the final room would be awesome
Maybe A Heretic Banshee
