Yes, sometimes. They tried, but the result was two Challenger series blind bags, not Master Chief. If it's too old, they won't have stock anymore.
That's not true. It seems they have a limited stock of parts in reserve for older sets. I was able to get a head for a dragons set from 2006 early last year.

Pleased with mega’s replacement service. Now I’ve got a HHS10 Didact with both a right and left arm.

Just finished building the Legends: Checkpoint Charge set, and the Checkpoint Guard has two left hands.
