It seems like an unknown third party has nabbed the leaders from both sides.

Having looked at the Flimsy Alliances a little more closely, I'm now confident that Roebuck was in fact betrayed by Rogue. The first soldier was shot by a sniper... and Rogue was carrying a sniper. The blurry figure standing over Roebuck after he's knocked out is wearing the same colour pants as Rogue was, and even has a black holster piece on his right leg.
