I think the explanation was that Foundlings can't take their helmets off. Not all Mandalorians. So if they are actually from Mandalore/Within the Mandalore sector, they are Mandalorian by blood, thus wearing their helmets or not doesn't make them Mandalorian or not. The Foundlings aren't, so they are taught to keep their helmets on at all times to prove their loyalty.
