I... I don't know how sending someone a piece of foliage will help them...

Nigel will use the bush and when the warden comes and sees the “empty” cell, he’ll open the door to check it out. Nigel can then walk out and wait for somebody to open the front door. When that door opens, he can leave without being seen.
